       What is LVRLAC?  
LVRLAC is a network organisation of local authorities in the Lake Victoria Region. Its membership base is local authorities located close to the lakeshores in Kenya, Tanzania and Uganda. In the future, local authorities of Rwanda and Burundi may possibly become members of LVRLAC, as some of these are also part of the Lake Victoria catchment area.

LVRLAC is working for the sustainable use of Lake Victoria resources. The environmental degradation of the lake was a major reason for its inception. However, LVRLAC’s members see the problems of the lake region as intertwined – poverty affects the economy and the environmental situation, and the health situation among the citizens is also a direct result of this. Local authorities face many problems, but must also be part of the solutions to these problems. LVRLAC is one answer to this, and is working towards development at the local level, involving the communities.

Local authorities have not been utilised adequately as a general institution for development. Most donor funded projects, that address local authority level problems are channelled through the respective ministries of Local Governments and National Associations of Local Authorities – not through the Local Governments themselves. LVRLAC is promoting local authorities as important players in development through its work with several international donor agencies.
