| SUMMARY
According to the Constitution governing the Lake Victoria Region Local Authorities Co-operation (LVRLAC), the overriding objective of the organisation is to promote sustainable and coordinated development in the Lake Region.
The Strategic Plan therefore outlines why LVRLAC is a needed resource for the development of the Lake Victoria Region (LVR), what it can contribute and how it can contribute.
The Strategic Plan establishes the current status of the Organisation and how it aims to develop in future in a constantly changing external environment that presents both opportunities and challenges.
The Strategic Plan also markets Local Authorities in the LVR as important key players in the process of dealing with the varied economic, social and environmental challenges faced by the stakeholders in the LVR face.
The main target groups for the Strategic Plan are current and potential members of LVRLAC i.e.Local Authorities situated in the Lake Victoria Basin. The Strategic Plan also targets relevant national ministries, bilateral and multilateral donor agencies and regional organizations such as the East African Community (EAC).
The document is divided into four main chapters. Chapter 2 presents
LVRLAC as an organisation; its origins and how it has developed up to
the current status. Chapter 3 contains the vision and mission statements of LVRLAC and the core values of the organisation. In chapter 4 six strategic directions are presented. The last chapter elaborates on LVRLAC\'s approaches in responding to the strategic directions and addresses a number of crosscutting issues.
